- Preheat the oven to 350ºF. Spray a donut pan with non-stick cooking spray.
- In a bowl, combine the flour, nutmeg, sugar, baking powder, and salt. Mix until combined. Set aside.
- In a mixing bowl, combine the milk, egg, vanilla extract, and vegetable oil. Use a whisk to combine. Gradually add the flour mixture, just until combined.
- Use a cookie scoop and drop dollops of batter into the wells. Use a small spatula to smooth the tops of the batter if the batter is uneven. Fill the wells 1/2 to 3/4ths full.
- Bake for 10-11 minutes or until a toothpick inserted in the center of a donut comes out clean. Allow the donuts to cool slightly in the pan.
- While the donuts are still warm, toss the donuts in the powdered sugar until fully coated.
- Rinse the strawberries and pat them dry with a paper towel. Line a baking sheet with parchment paper.
- Melt the candy melts in a pan over low heat, stirring constantly until smooth. Remove from heat and tilt the pan slightly.
- Holding each strawberry by the stem, dip both sides into the melted coating and place on the prepared baking sheet.
- Transfer the remaining coating to a piping bag. Snip a small hole at the tip and drizzle over the dipped strawberries. Let the strawberries sit until the coating is fully set.
- Cut one marshmallow in half crosswise to expose the sticky sides. Stretch each half into an oval shape to form the feet.
- Press one Smartie onto each foot for the paw pad, then add three pink jimmies below each Smartie to complete the foot detail. Use marshmallow fluff to attach the feet to the front of the donut.
- For the tail, coat the top of a second marshmallow with marshmallow fluff and dip it in shredded coconut. Place the marshmallow, coconut-side up, into the donut hole to form the tail.
