Whisk zest, juice, water, sugar, vinegar, soy sauce and dry ingredients in a bowl; Set aside.
Mix egg, salt and pepper in a bowl and add chicken; toss to coat. Combine flour and cornstarch in a bowl. Add chicken mixture; toss to coat. Heat oil in a skillet.
Remove chicken from flour mixture, shake off excess, and place into skillet. Cook 8-10 minutes or until chicken is golden brown and centers are no longer pink. Remove chicken; set aside.
Add garlic and cook until fragrant. Add ramen noodles and orange mixture. Bring to a simmer and cook until noodles are softened. Add vegetables and cook 3-4 minutes or until tender. Add chicken to skillet; mix well to coat chicken.
